An Urban Planning, the office of the municipal department that deals with construction. The first Urban Planning in Rotterdam stood at the haringvliet, but was destroyed in the Second World War. In 1947 municipal architect J.R.A. Knoops designed an entirely new Urban Planning, an L-shaped office building at Think and Haagseveer. This building was one of the first major buildings built (between 1950 and 1953) after the destruction of Rotterdam.
The new Timmerhuis, a cloud of glass and steel as architect Reinier de Graaf calls it, consists of an integration of the old Urban Planning and construction. It is a multifunctional building, a design by O.M.A. the architect Rem Koolhaas.
